The idea
India's ministries, departments, PSUs and institutions each face a handful of persistent, well-documented problems — delayed settlements, manual paperwork, thin field capacity, data that never reaches the officer who needs it. Almost every one of them is now solvable with a carefully specified AI assistant.
What we mapped
184 central government entities. For each, five evidence-based challenges drawn from official reports, audits, parliamentary material and public feedback — and five named AI tools that address them.
What we built
920 complete build specifications. Each carries a system prompt, curated official knowledge sources, safeguards and a plain-language description — ready to deploy as a customGPT or Claude Project.
What we ask
Nothing. The entire library is offered to the Government of India free of charge as a non-commercial seva of Global Kapol Vikas Foundation. No licence fee, no lock-in, no data changes hands.
How the library works
Five steps, applied identically to every one of the 184 entities.
Discover
Identify each entity's real, documented challenges from public official sources.
Validate
Cross-check against audits, parliamentary records and credible reporting.
Design
Specify an AI tool for each challenge — role, inputs, workflow, output, guardrails.
Publish
Build the assistant, link official knowledge sources, and make it openly available.
Serve
Hand the tool to the ministry that owns the problem — deployed and supported free.
Challenges are drawn only from material that is already public: CAG audit reports, ministry annual reports and outcome budgets, parliamentary standing committee reports and questions, regulator and PSU disclosures, government open-data portals and credible public reporting. They are framed as improvement opportunities, never as criticism of any government or official. These are research-based proposals prepared by a civil-society team, not official assessments — figures should be verified against source documents.
